A Fast-Growing City Built on Farmland

Chilliwack is the largest city in the eastern Fraser Valley, and its two halves rarely come up in the same conversation. One is the growing suburban side — Promontory, Garrison Crossing, Sardis — where new subdivisions have absorbed a lot of the buyers who would once have stopped in Abbotsford or Langley. The other is roughly seven hundred million dollars a year in berry, vegetable and dairy farming, most of it on land inside the Agricultural Land Reserve, right up against the edge of town.

Both kinds of file come through here regularly, and they need different things from a broker. A subdivision purchase in Promontory is a straightforward residential mortgage — standard tiers, a quick appraisal, done in a few weeks. A farm purchase means working out what a lender will actually finance before you agree on a price, because the house and a limited area of land rarely match what the whole property is worth.

The other question that comes up more in Chilliwack than almost anywhere else in the valley is the floodplain designation. Most of the city sits inside the mapped Fraser River floodplain, and the dikes built after the 1948 flood have held ever since — the city has not flooded since. That history matters, but a lender or insurer still wants the designation addressed directly, particularly in Yarrow and Greendale where the exposure is highest.

Chilliwack Mortgage Questions

Does the flood designation stop me from getting a mortgage?

No. Most of Chilliwack sits within the mapped Fraser River floodplain, and the city has been protected by a dike network since the last major flood in 1948 — the same event that damaged Sardis, Yarrow, Greendale and downtown. That history matters, but it does not remove the designation from the record, and some lenders and most insurers will still ask about it directly, particularly in Yarrow and Greendale where exposure is highest. In practice this is a question that gets answered, with an insurance quote confirming coverage during your subject period, rather than a barrier to financing.

I am buying a berry or vegetable farm. What actually gets financed?

Typically the house and a limited area of the surrounding land, with barns, coolers, packing sheds and processing buildings attributed far less value than they cost to build. Chilliwack agriculture is heavily berry, vegetable and mixed dairy production on land largely inside the Agricultural Land Reserve, and the ALR designation itself narrows which lenders will consider the property before your income is even discussed. Establishing the split between house, land and outbuildings before you agree on a price is the single most useful thing you can do.

How is self-employed or farm income assessed?

Differently by nearly every lender, which is the point of establishing it early. Some work strictly from your personal tax return, which penalizes any operation that legitimately reduces declared income. Others look at the business itself — its deposits, its financials, its history as a going concern. On an identical file the spread between the most and least generous reading can be substantial, so the lender gets chosen once the income is understood, not before.

How much down payment do I need for a typical Chilliwack home?

The standard tiers apply to most Chilliwack purchases: five per cent of the first $500,000 and ten per cent of the balance, up to $1.5 million. At or above that figure, twenty per cent is the minimum and the mortgage cannot be insured. Where you put down less than twenty per cent, the insurance premium is typically added to your balance rather than paid separately in cash.

Can I refinance a property I already own here?

Yes, though a refinance cannot be insured regardless of the property, which caps it at eighty per cent of appraised value under a conventional mortgage. On farmland the appraisal itself is the slower part — fewer comparable sales, more explaining required — so build extra time into your plans rather than your rate expectations.

What is Canada Education Park, and does it affect financing nearby?

It is the University of the Fraser Valley's campus on part of the former CFB Chilliwack lands, redeveloped for education and agricultural research. It does not change financing directly, but it has anchored steady newer development in the surrounding area, which is one reason appraisals in that pocket of the city tend to move quickly.

Does it cost anything to use you?

Not on a standard purchase or refinance — the lender funding it pays my commission. The only files where that changes are agricultural or private-lending situations, and in those cases you see the fee in writing before I do anything.
